New WDC Board Members Bring A Leadership Vision & Experience

The Workforce Development Council of Seattle-King County (WDC) is excited to welcome four new members to the WDC Board: Dr. John Mosby, Caroline Chan, Jason Nakamura, and Kate Harkess. Collectively they bring a leadership vision and wide range of experience in many of the WDC’s priority areas for regional transformation. Please join us in welcoming them.

Dr. John Mosby

Highline College

Dr. John Mosby serves as the President of Highline College and has more than 26 years of higher education experience, including teaching undergraduate-, graduate- and doctoral-level courses at the community college and four-year institutions. Dr. Mosby is also an Adjunct Instructor for the Educational Leadership Doctoral Program at San Francisco State University.

A staunch advocate for student and community success, Dr. Mosby currently serves on the Board of Directors for the Greater Federal Way Chamber of Commerce, the Board of Directors for Port Jobs of Seattle, and is the Co-Chair of the Washington Community and Technical Colleges (CTC) President’s Equity Committee. Dr. Mosby holds a Doctorate in philosophy in Leadership/Higher Education Administration from the University of San Diego and a Master’s in Educational and Counseling Psychology from the University of the Pacific.

 

Caroline Chan

Just-Evotec Biologics

Caroline Chan joined Just-Evotec Biologics in September 2016 as the VP of Human Resources. Caroline has held numerous HR leadership, business partner and merger and acquisition roles throughout her career, spanning over 20 years of experience in biotechnology and healthcare industries. Most recently, Caroline was the Head of Human Resources for Onyx Pharmaceuticals, which was acquired by Amgen in 2013. Caroline began her career at Group Health Cooperative and earned her bachelor’s degree in Psychology from Smith College.

 

Jason Nakamura

1 Alliance Geomatics

Jason Nakamura serves as the President and General Manager for 1 Alliance Geomatics, leading a diverse team in the technical and operational aspects of surveying ranging from small, short-term surveys to large-scale, multiyear projects throughout the Pacific Northwest. Jason provides strategic leadership and focuses on 1 Alliance’s overall business plan and growth strategy. As a dedicated business and community leader, Jason emphasizes a strong culture of integrity and fostering an environment that enables clients, business partners, and employees to succeed through personal and professional growth.

Jason is actively involved in several organizations, including the Land Surveyors’ Association of Washington (LSAW), National Society of Professional Surveyors (NSPS), and National Association of Minority Contactors (NAMC). He is also a member of the WSDOT DBE Advisory Group and Seattle’s Priority Hire Advisory Committee. Jason is a professional land surveyor licensed in five states and received his diploma in Geomatics from the British Columbia Institute of Technology. In his free time, Jason enjoys golfing and skiing. He lives in Redmond with his wife and three children (ages 19, 15, and 13).

 

Kate Harkess

Sellen Construction

Kate Harkess serves as the Leader of People Strategy and Operations for Sellen Construction in Seattle. She’s experienced in organizational growth, culture building, and cultivating teams and careers, and focuses much of her work on scaling and extending people practices for growth and for sustainable workforce change.

Kate is passionate about the way we build our organizations with intention and clear design across learning, diversity, equity and inclusion, culture transformation, talent management, compensation and benefits, talent acquisition, and work community.
