Help Coordinate & Streamline the WorkSource System

 
 

We're excited to share a new funding opportunity from the Workforce Development Council of Seattle-King County (WDC). On March 24, 2023, the WDC released a Request for Qualifications (RFQ) to find a One-Stop Operator for the local WorkSource system. This team will help improve job services and work with partners in the WorkSource system to streamline service delivery across agencies. The goal is to make the workforce development and WorkSource system better by connecting resources to meet the needs of job seekers and businesses.

This funding opportunity is organized around the WDC's Regional Strategic Plan, which focuses on racial equity, job quality, and systems change. The available funding is up to $533,082 per year. Contracts awarded through this RFQ are expected to start on July 1, 2023, and last until June 30, 2024. If things go well, the contract could be extended for three more years, one year at a time, until June 30, 2027.

Background

The Workforce Innovation and Opportunity Act (WIOA) requires local Workforce Investment Boards to select an Operator to administer the area's American Job Center Network system, known as "WorkSource" in Washington State. The Operator oversees WorkSource Seattle-King County operations across two Centers, four Affiliates, and thirty-nine Connection Sites. The Operator works with system partners to provide universal and equitable access to economic opportunities for all job seekers. In partnership with the WDC, the Operator provides leadership and guidance to the WorkSource system through regional integration, system-wide training, community outreach and engagement, and by developing and maintaining system standards.

Objective

Identify a One-Stop Operator to enhance workforce services, coordinate partnerships, and strengthen the region's workforce development and WorkSource system through integrated service delivery. The Operator will oversee operations across Centers, Affiliates, and Connection Sites and work with partners to provide universal and equitable access to economic opportunities for job seekers.

Funding

Up to $533,082 annually. Contracts are anticipated to start on July 1, 2023, and continue through June 30, 2024, with the possibility of three (3) additional one-year renewals, contingent on performance, funding, and program priorities.

Process & Timeline

The timeline for the process starts with the announcement on March 24, question period (send questions to operations@seakingwdc.org) until April 14, letter of intent due April 14, applications due April 24, notifications by May 15, contract start and onboarding from July 1 to Sep 30, 2023, and implementation from Oct 1, 2023, to Jun 30, 2024.

 

Eligible Applicants

Non-profit or for-profit companies or groups that have experience working with WIOA programs or have been a One-Stop Operator before. You must go through a competitive process to be considered.
